Michael Horgan, Chairperson
Michael Horgan was born in Cork and educated by the Christian Brothers at the North Monastery School. He holds a BSc in Computer Science and an MA from the University of Dublin (Trinity College) and a Masters in Industrial Engineering from University College Dublin. He also holds an Honorary Fellowship of the Royal College of Surgeons in Ireland and an Honorary Doctor of Science (DSc) from the University of Massachusetts, USA.
Michael holds a Diploma in Company Direction of the Institute of Directors (IoD) and is a Chartered Director.
Michael spent most of his professional life at the Royal College of Surgeons in Ireland (RCSI). In December 2003 he was appointed Chief Executive, having been Deputy Chief Executive for the previous eight years. He stepped down as Chief Executive in December 2009.
He was Chairperson of the Health and Safety Authority for two terms (2010-2016) and Chairperson of the Higher Education Authority for two terms (2016-2024). He is currently Independent non-executive director and Chairman, Interpay (trading as TransferMate); Chairman and Non-executive director, Mountain Productions Ltd; Chairman and Trustee, Uversity (registered charity); Member, Audit & Risk committee of the Data Protection Commission and Advisory Board member, Intuition Ltd.
Previous Board appointments include: Vice chair and Honorary Secretary, Rotunda Hospital; Trustee, American Irish Historical Society (New York); Trustee, Institute of International Humanitarian Affairs, Fordham University; Non-executive director, Intuition Ltd; Board member, Beaumont Hospital, Dublin; Board member, Dublin Dental Hospital; Member of Senate, National University of Ireland; Board member, Bahrain Medical University; Board member, Penang Medical College, Malaysia; Non-executive director, IntuMed (Joint venture with Harvard University Medical School).
